Reporting to the Executive Director of Behavioral Health (OHP), this is a full-time, project Management Analyst 5 (MA5) position residing within Health Systems Quality Assurance (HSQA), in the Office of Health Professions. This project position is currently funded through June 30, 2025.

As a Project Manager (MA5) you will:
- Manage specialized statewide program activities exercising oversight in the roles and responsibilities assigned to Commission, Boards, Committees, and Secretary professions; developing and implementing health policies and procedures; and providing program expertise for development of interpretive statements and rule and legislation review.
- Undertake the execution of project management, consultation, and leadership for implementation of legislation relating to increasing the trained behavioral health workforce.
- Engage with internal and external partners to implement the legislation and create rule and policy to establish the new professions and requirements.
- Serve as an agency wide authority on issues of high visibility, complexity, sensitivity related to RCWs, WACs, commission, board, committee, secretary professions, and department policies and procedures and has the authority to act on behalf of the department and OHP.
Responsibilities include, but are not limited to:
- Serving as the project manager for implementation of 1724, legislation to increase the trained behavioral health workforce.
- Consistently monitoring and reporting on progress of projects to internal and external partners, including agency executives, other agencies, public officials and others affected by projects.
- Supervising project staff.

This position works to protect and improve the health of people in Washington by implementing HB1724, increasing the trained behavioral health (BH) workforce. This project manager position works under administrative direction to ensure effective direction, coordination, implementation, execution, control, and completion of public policy and strategy projects.
The duty station for this position is in Tumwater, WA. Telework (mobile-work) is currently expected. When approved, the incumbent is expected to report to the duty station for work activities, as needed, specifically for in-person commission, board, and committee meetings. Partial telecommuting may be an option subject to supervisory approval. This would need to be a conversation between the hiring supervisor and the incumbent.

Required Qualifications
Note: Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
Option 1: Seven (7) or more experience in project management, business operations and/or business policy development, which includes experience managing complex projects involving multiple staff and partners.
Option 2: A bachelor’s degree of higher; AND three (3) or more years of experience in project management; which includes experience managing or coordinating complex projects involving multiple staff and partners; managing business operations, and/or business policy development.
AND,
- One (1) or more years of supervisory experience.
- Demonstrated knowledge and experience in project management techniques and tools.
- Experience using MS Excel or MS Project to develop and share project plans, task lists, Gantt charts, and project tracking systems.
Desired Qualifications
- Project Management Certification.
- LEAN Certification.
