This full-time, project Health Services Consultant 4 position resides within the Office of Public Affairs & Equity (OPAE), in the Office of Community Relations & Equity. This project position is currently funded through June 30, 2024.

Make a difference
The Community Workforce Pathways Lead will focus on supporting the implementation of the Public Health Workforce Grant, Community Representative Pathways to Public Health Workforce Pathways Pilot program. A representative and reflective workforce better positions the overall public health system to effectively promote equitable opportunities for health and safety. As the COVID-19 pandemic has shed light and exasperated existing health inequities within our communities, it has also shed light on a lack of representation within public health agencies and organizations.

Reporting to the Community Pathways Manager, the Community Workforce Pathways Lead, will coordinate pilot project activities to build a pipeline for members of the communities most impacted by COVID-19 to have an accessible pathway to public health service. This includes a focus on fostering opportunities for immigrant and refugee communities; international medical graduates and others with international health care experience or education; community health workers, community navigators, and natural helpers; and other people from communities disproportionately impacted by COVID-19 who are interested in public health.

The Community Workforce Pathways Program Lead ensures that the Pathways Program and Public Health Coordinator placements are aligned with the CDC’s Public Health Workforce Grant expectations and the CDC’s 10 Essential Public Health Services:

  • Assess and monitor population health status, factors that influence health, and community needs and assets
  • Investigate, diagnose, and address health problems and hazards affecting the population
  • Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it
  • Strengthen, support, and mobilize communities and partnerships to improve health
  • Create, champion, and implement policies, plans, and laws that impact health
  • Utilize legal and regulatory actions designed to improve and protect the public’s health
  • Ensure an effective system that enables equitable access to the individual services and care needed to be healthy.
  • Build and support a diverse and skilled public health workforce.
  • Improve and innovate public health functions through ongoing evaluation, research, and continuous quality improvement.
  • Build and maintain a strong organizational infrastructure for public health.

Additional responsibilities and competencies include full-scale and comprehensive program development, implementation, and evaluation; contract management; project management and coordination; comprehensive outreach and communications planning; writing and communications; local health coordination and partnership; and community partner support.

The duty station for this position is in Tumwater, WA. Telework (mobile work) is currently expected. It is anticipated that the incumbent would be expected to report to the Tumwater duty station or be willing to travel in-state or out of state as needed to fulfill work activities.

The OPAE accomplishes their work through strategic communications, health promotion and education, and community relations and equity.

The Community Workforce Pathways Program Lead requires a creative, equity-minded professional who can work closely with the Community Pathways Manager, internal Department of Health programs and divisions, community partners, and local health jurisdictions to design and implement this innovative pilot program. This position will lead comprehensive outreach planning for pilot program funding opportunities, manage contracts that invest in Community-Driven Internship & Mentorship Programs, and support Public Health Coordinator placements within interested Department of Health Programs, Local Health Jurisdictions, Community Based Organizations, and other public health partnering agencies.

This position requires incumbents with a strong equity lens and attention to detail to ensure investments made into community-driven internship and mentorship programs are made through a fair and equitable process and all activities, budgets, deliverables, and reports comply with the Public Health Workforce Grant expectations.

Required Qualifications

Note: Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.


  • Option 1:
    Eight (8) or more years of experience leading, managing, or coordinating public health or workforce development projects or programs.

  • Option 2:
    A bachelor’s degree or higher from an accredited college or university in public health, community health, social work, health communications, public administration, business administration, or a related field; AND five (5) or more years of experience leading, managing, or coordinating public health or workforce development projects or programs.

  • Option 3:
    A master’s degree or higher with major study in public health, community health, social work, health communications, public administration, business administration, or a related field; AND three (3) or more years of experience leading, managing, or coordinating public health or workforce development projects or programs.


AND

  • Demonstrated experience and skills in the following:
    • Program planning which includes experience with assessment, planning, implementation, monitoring, and/or evaluation.
    • Contract and/or grant management OR in workforce development strategies including recruitment, hiring, mentorship, and/or training.
    • Leading and managing large-scale and complex projects.
    • Communicating effectively verbally and in writing.

Desired Qualifications

  • Experience building new systems and processes to improve collaboration, coordination, quality improvement, and/or equity.
  • Strong understanding of the Washington State Public Health System.
  • Experience managing state contracts.
  • Experience supervising and/or mentoring others.
  • Completion of Department of Enterprise Services Contract Management Trainings.
  • Experience with grant reporting and/or management.
  • Strong foundational understanding of the CDC’s 10 Essential Public Health Services (EPHS).
  • Proficiency in a language other than English.
