The Department of Corrections is seeking a highly motivated and qualified individual for the position of Health Services Manager 2 for the Coyote Ridge Corrections Center (CRCC) located in Connell, WA. The Health Services Manager provides direct administrative leadership in the delivery of Health Services to incarcerated individuals in a major correctional facility operating 24 hours a day, 7 days per week.
This position is responsible for the development and implementation of health care policy and practice across the facility. Management functions include planning, leading, and controlling the work performed by the Health Services at a major facility. In addition, this position is responsible for the cost effective use of DOC resources in facility health care operations. Responsibilities include maximizing DOC staff, equipment, and supplies resources. This position provides direct administrative leadership in the delivery of health services to incarcerated individuals in a major facility operating 24 hours a day, 7 days per week.
In the major facility setting, this position effectively and efficiently provides a health care delivery system which includes primary, secondary, and tertiary care. The incumbent supervises and manages all offsite and in-prison health care, including inpatient hospital services and outpatient services which includes scheduled and emergency care, nursing, dental, pharmacy, radiology and laboratory, mental health, patient health records, custody, and related support services. The impact to the Department of Corrections’ mission to provide excellent, cost effective medical, dental, mental health and life skills care with the emphasis on prevention.

Duties

This position is responsible for providing direct leadership to the Health Services Management Team in the administration, delivery, and supervision of professional health care services including nursing, dental, mental health, medical records, and purchasing.


  • Plan, lead, organize, and control the work performed by the Health Care Units.
  • Budget planning, development, and management.
  • Monitor, coordinate and negotiate the contracting process for local Client Services Contracts, affiliation agreements and emergency services.
  • Monitor and ensure compliance with standards for health care, DOC policies, collective bargaining process, and impact of state legislative processes.
  • Other administrative / managerial responsibilities.

Qualifications

The ideal candidate will have:

  • Bachelor’s degree involving major study in health administration. MHA or MBA/MPA with a health administration concentration preferred.
  • And
  • Three (3) years of supervisory management experience in an acute or ambulatory health care system.
  • OR
  • one (1) year prior health care administration (Health Services Manager I) in an adult correctional environment.
  • Experience in leadership and administering health care services in a diverse organizational unit that includes outpatient, inpatient, dental care, optometry, diabetics, physical therapy, and several professional disciplines.
  • Strong management and supervisory skills including the ability to coach, mentor and train staff from a variety of disciplines.
  • Must be proficient with basic Microsoft Office applications (Outlook, Word, Excel, PowerPoint)

Desirable

  • Masters in health administration or Masters in Business Administration/Masters in Public Administration with a Health Services Administration concentration, ACHE certification a plus.
  • Prior health care administration in an adult correctional environment or similar institution.
  • Ability to critically observe and inspect people, conditions and the environment to detect problems. Demonstrate acute awareness of critical details, be alert and attentive when performing other work. .
  • Uses judgment and critical thinking to analyze data and information to evaluate options, form accurate conclusions and make decisions.
  • QA/CQI experience.
