Within the department, the Talent Acquisition Services Division is looking for a Talent Acquisition Manager who will lead the Talent Acquisition and Executive Recruiting teams with these values in mind.

In this role, you will be managing the budget for the Talent Acquisition Team and the Executive Recruitment Team and providing day to day leadership and management to both teams, as well as acting as a strategic partner to the Talent Acquisition Services Director. Executive Recruitment is a new team, created at the end of 2021 to provide Executive Recruitment services Citywide. This role will provide you with the opportunity to help grow that program and demonstrate the value of the service it provides to all City departments.

Job Responsibilities

Your work will have three main focus areas:

Managing the Talent Acquisition Team:

  • Leading professional development and succession planning initiatives for the team
  • Acting as a secondary escalation point for problems and concerns that arise throughout the hiring process
  • Providing management and support to a team of four, including two Senior Talent Acquisition Analysts, a Talent Acquisition Team Lead, and a Recruiting and Administrative Analyst
  • Building relationships with the Service Delivery Team to ensure a seamless handoff from recruiting to onboarding for new employees
  • Helping team members identify their individual and team goals, as well as how to measure them

Managing the Executive Recruitment Team:

  • Providing management and support to a team of three, which consists of a Senior Executive Recruiter, an Executive Recruiter, and an Executive Recruitment Analyst
  • Working alongside the Executive Recruitment Team to standardize and document processes
  • Acting as a partner and consultant of the Mayor’s Office through executive recruitment cycles
  • Helping drive community engagement and involvement to build strong relationships and gain valuable feedback and input for public-facing executive recruitments
  • Attending day, evening, and weekend community functions with the team to provide support

Driving Citywide Talent Acquisition Process Improvement in Partnership with Talent Acquisition Services Director:

  • Assessing current processes and identifying areas for improvement to increase efficiency and ensure best practices in Talent Acquisition
  • Leading projects and provide strategic expertise to the Talent Acquisition Services Director on special projects and Citywide initiatives
  • Presenting to the Executive team and members of the Citywide HR community on Talent Acquisition matters as needed
  • Leading regular Citywide recruitment meetings with rotating topics
  • Attending meetings on behalf of the division and/or department
  • Acting as a Citywide subject matter expert for the City’s Applicant Tracking System (ATS), NeoGov
  • Designing, planning, and executing employer branding activities in partnership with Workforce Development

Additional Information

This position is classified as a Manager 2, Exempt and is exempt from the Civil Service System. This position reports to the Talent Acquisition Services Director.


The first round of interviews for this position are tentatively scheduled for Thursday, October 20 and Friday, October 21, with the second round taking place on Tuesday, October 25 or Wednesday, October 26, 2022.

This position offers the flexibility of a hybrid work schedule. Employees will be expected to be in-office twice a week. Individual schedules will be based on agreement between the employee and their supervisor.
