We are looking for a seasoned safety professional to develop and lead our Human and Organizational Performance and Continuous Improvement Programs. This role provides leadership, support, and vision to City Light’s Safety, Health and Wellness programs and is a part of the leadership team for the Safety, Health and Wellness (SHaW) Division. This position will report to the Safety, Health and Wellness Director.

Job Responsibilities

  • As a working supervisor, plan, develop, and implement initiatives and programs to drive and support a mature safety culture that encompasses safe behaviors, learning and continuous improvement.
  • Introduce Human and Operational Performance (HOP) concepts to work units as applicable, including (but not limited to) Operations, Generation, Facilities and other operational, environmental, and engineering functions.
  • Design, develop and facilitate and/or coordinate HOP and related training to support and encourage the well-being of employees, limiting the impact of incidents and accidents.
  • Work closely with Workforce Development (WFD) to plan and schedule HOP/culture related training.
  • May be the primary SHaW representative for groups actively involved in implementation of HOP principles.
  • Develop, implement, and support safety and health standards and elements of an effective safety management system, providing the ongoing guidance to ensure continuous improvement of the utility’s SHaW program and conformance with principles related to HOP and continuous improvement.
  • Act as the program manager and primary subject matter expert for all HOP programs and initiatives and related continuous improvement functions.
  • Work in a matrixed organization to provide ongoing support of compliance with and functionality of the systems/programs.
  • Work closely with and support the Field Safety Operations Manager in maintaining and improving SHaW effectiveness.
  • Provide backup to the FSO Manager as needed.
  • Lead and participate in Learning Teams and Incident Reviews, as applicable, evaluating safe practices and opportunities for improvement; make recommendations based on best practices for human performance concepts and regulations.
  • Work with all levels of the organization to implement health and safety programs and activities.
  • Participate in utility safety meetings, committees, and special project meetings.
  • Supervise SHaW Senior Safety Specialists as needed.
  • Be responsible for understanding and working within budget.
  • Other duties as assigned.

Qualifications

Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:

Requires four years of experience in a safety or health related field of which at least one year is in supervision or lead work and a Bachelor’s degree in Occupational Health, Industrial Hygiene, Safety, Toxicology, Public Administration, Environmental Health, Education or a related field (or a combination of education, training and/or experience which provides an equivalent background required to perform the work of the class).

Certification/License: Current WA Driver’s License

  • This position requires good organizational, communication and collaborative skills needed to function in a matrixed organization with complex technical and cultural challenges.
  • Must have the interpersonal and technical skills and knowledge to work with other personnel to recognize and find solutions for behavioral, chemical, electrical, and physical hazards in the workplace.
  • Requires a good understanding of OSHA/LNI regulations as well as Human and Organizational Performance concepts, Leadership, and learning team facilitation.
  • Must be able to analyze risk and human behaviors and assist in the performance of learning teams and incident reviews.
  • Ability to understand and implement Human and Organizational Performance concepts and practices.
  • Experience participating in and leading Learning Teams.
  • Ability to communicate clearly and concisely, both orally and in writing, with individuals at all levels of the organization.
  • Experience in presenting information that promotes Safety Health and Wellness to large groups.
