The Legislative Department is looking for a temporary Human Resources Specialist (Personnel Specialist, Sr.) to join the HR-Finance Division. This is an exciting opportunity to demonstrate your knowledge and experience with the principles and practices of human resources management.
The Legislative Department is comprised of the Seattle City Council and four divisions that support the work of the City Council, as well as partners with city departments, the public and other stakeholders to ensure effective and responsive public policy. The Council and Legislative Department are part of the legislative branch of government, which also includes the Office of City Auditor, the Office of Hearing Examiner, and the Office of Inspector General.
In this position, you will be an integral member of the HR team assisting in all aspects of recruiting and hiring regular and temporary employees and interns in the Legislative Department, as well as onboarding new employees, updating staff training records, making HRIS data entries, addressing employee relations situations, and supporting other human resources functions as needed. The ideal candidate will be organized, customer-focused, and a great communicator with a passion to provide excellent customer service to internal and external customers while maintaining an appropriate level of confidentiality.

Job Responsibilities
- Assist the HR team with managing and performing full-cycle recruitment for the Legislative Department, Office of City Auditor, and the Office of Inspector General by using the City’s online applicant tracking system, NEOGOV, in administering and managing recruitment activities in collaboration with hiring managers. Examples of this work include, but are not limited to, drafting job announcements, screening applications, scheduling interviews, and ensuring a smooth candidate experience.
- Lead tasks that support the hiring of new employees, such as drafting offer letters and facilitating the new employee onboarding process.
- Lead coordination for the department’s contingent workforce by identifying needs with division directors and supervisors and submitting requests for temporary staff resources to SDHR.
- Perform HRIS data entries and maintain personnel files.
- Coordinate the year-end LEG Employee Service Awards Program.
- Perform related duties of a comparable level and type as assigned.
Qualifications
You will be effective in this role if you have the experience, skills, abilities, and knowledge listed below through a combination of work, education, and life experience as demonstrated in your resume, cover letter, and answers to supplemental questions:
A Bachelor’s degree in social sciences, human resources management, business administration, or related field, and two years of responsible professional public personnel administration experience (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).

- Strong understanding of human resources policies and procedures.
- Strong research and analytical skills, and the ability to decipher complex issues.
- Effective written and interpersonal communication skills.
- Ability to maintain confidentiality
- Ability to adapt and thrive in a fast-paced, rapidly changing environment.
- Experience in multi-faceted operation or department with more than 50 employees
- Experience working with elected officials in a political environment; municipal government experience.

COVID VACCINE MANDATE
