NATURE OF POSITION
Assist with the planning, coordinating, documenting, and daily operations of the Sanitation Division. Operate
and maintain Sanitation Equipment as needed. Perform lead duties to provide operational oversight of work
crews including scheduling, training, reviewing, assisting, and providing work direction to assigned Sanitation
staff. Perform a variety of skilled duties related to the Sanitation Division.
REQUIRED MINIMUM QUALIFICATIONS
Any combination equivalent to graduation from high school and four years increasingly responsible experience
operating sanitation equipment. Valid State Commercial Driver’s License Class B. Valid First Aid and CPR
certificate or ability to obtain within one year of appointment. Ability to obtain Hazardous Materials
Transportation certification within one (1) year of appointment. Ability to obtain (40 hour) Hazwoper
certification within one (1) year of hire date.
DESIRED QUALIFICATIONS
Bilingual in Spanish. Two years of working as a lead/supervisor or in a related capacity providing
oversight/direction.

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Employees of the City of Walla Walla are expected to model and foster the City’s core values:

2. Assist the Solid Waste Supervisor in the coordination of day-to-day operations of the Sanitation Division;
assist with planning and scheduling of work crews and assign work; train and provide work direction to
assigned staff.
3. Review Sanitation routes weekly and change/report discrepancies to the Solid Waste Supervisor.
4. Assist the Solid Waste Supervisor with citizen complaints; respond to complaints in person or on the
telephone, conduct investigations related to ordinance violations, operator complaints and other issues
as directed.
5. Work and communicate effectively, courteously, and cooperatively with customers and employees.
6. Set-up and maintain basic computer databases, spreadsheets, and tracking systems.
7. Demonstrate good judgment and employ critical thinking to execute duties, identify issues, seek
solutions, and recommend improvements in support of departmental goals.
8. Participate in resolving operational or staff interpersonal concerns, training, meetings, and on
committees as assigned.
9. Drive truck on designated routes and operate sanitation rapid rail, roll-off, rear-end and front-end
loader trucks and open-bed trucks on assigned routes; perform manual labor in loading, hauling, and
dumping refuse.
10. Back-up and drive truck in congested areas; load trash into truck; operate compactor and automated
systems on truck; operate compactor and other truck levers and buttons.
11. Dispose of refuse at landfill site.
12. Maintain vehicles in proper operating condition; check fuel, oil, water, and battery daily; submit truck
repair orders as needed.
13. Assist other Sanitation workers on routes and participate in picking up dead animals as assigned.
14. Learn commercial and residential trash routes throughout the City and arrange for special pickups as
necessary.
15. Coordinate refuse collection activities between divisions and departments.
16. In the absence of the Solid Waste Supervisor, analyze situations accurately and adopt an effective
course of action.
17. Assist the Solid Waste Supervisor in preparing and monitoring the Sanitation Operations Budget.

KNOWLEDGE, SKILLS AND ABILITIES

- WA State solid waste handling and haz-mat regulations.
- Principles of supervision, training and providing work direction and work scheduling.
- Knowledge of applicable State, Federal, local laws, codes, and regulations; occupational hazards and
standard safe work precautions; chemical hazards and emergency procedures; and health and safety
practices and procedures to assist with assuring compliance.

TOOLS AND EQUIPMENT USED
Business and office machines including computer, copier, and calculator; specialized tools. Operate equipment
to perform assigned landfill operations to include rapid rail, roll-off and rear loaders and dump trucks.
PHYSICAL DEMANDS
Sitting and standing for extended periods of time; climbing in and out of machinery; walking over rough or
uneven surface; seeing , hearing and speaking to exchange information; dexterity of hands and fingers to
operate equipment and a variety of buttons and levers; intermittently kneel down, stoop, and bend at the waist;
lifting and carrying up to 50 pounds; climbing in and out of a garbage truck; perform heavy physical labor;
carrying, pushing, pulling and lifting heavy objects; climbing and working from heights; reaching overhead,
above the shoulders and horizontally; balancing in high or narrow places; working around and with machinery
having moving parts; working around moving traffic.
WORK ENVIRONMENT
Indoor and outdoor work environment; operate heavy equipment to conduct work; regular exposure to fumes,
dust and odors; subject to seasonal and adverse weather conditions; noise from equipment operation; driving a
vehicle to conduct work; potential exposure to toxic smoke and gases, poisonous substances, hazardous
chemicals and potentially hazardous materials; moderate exposure to fumes, dust, odors, oil/grease, gases and
hazardous materials including blood borne pathogens, hepatitis and hazardous medical wastes; working around
and with machinery having moving parts; working around moving traffic; contact with dissatisfied individuals.
